German Film Boom? New Rules Could Force Disney & Netflix to Invest

German authorities are planning to mandate significant investment from major streaming services like Amazon, Disney and Netflix into German film productions. Culture Minister Wolfram Weimer articulated this initiative in an interview with the “Rheinische Post” arguing that companies benefiting from the German market and public funding should contribute to the local film industry.

Weimer emphasized the legality of such investment obligations under European law, suggesting that their implementation would fundamentally reshape the media landscape. He highlighted a perceived imbalance, stating that the considerable revenue generated by these streaming giants in Germany necessitates their contribution to the country’s production infrastructure.

The Culture Minister further expressed concern about structural issues arising from digital platforms and streaming services, observing a trend towards the creation of US-based media monopolies. This development, he argues, poses a threat to the diversity of opinion within Germany and warrants immediate action.

A meeting is scheduled for next week at the Chancellery, where Weimer will engage in discussions with representatives from the streaming providers to explore the details and feasibility of this proposed investment requirement. The aim is to foster a more equitable and sustainable media ecosystem within Germany.
