Prior to an upcoming CSU regional meeting held at the Kloster Banz, the CSU party is calling for a formal arms agreement with Kyiv. The demand aims to utilize Ukrainian drone technology to upgrade the German Bundeswehr. In return for the billions provided in German aid, the Ukraine would be obligated to share its expertise in unmanned systems.
Alexander Hoffmann, the head of the CSU regional group, stated this concept in “Bild am Sonntag,” asserting that “we are of the opinion that a support dividend from Ukraine is necessary.” He confirmed that Germany intends to continue its aid “under all circumstances” and noted that Kyiv has “developed truly outstanding capabilities-in the areas of drones, anti-drone systems, and cruise missiles.”
Hoffmann therefore demands a binding reciprocal benefit for the German military: “We say: Germany must participate in these arms innovations to strengthen its own defense and deterrence capability.” According to him, Kyiv must be contractually obliged to share the often-secret knowledge with Germany. The CSU politician stressed the need for an inter-state, bilateral agreement that allows Germany to “rapidly scale up drone production if necessary,” according to his remarks in “Bild am Sonntag.”
The motivation behind this effort is to leverage knowledge that Ukraine currently holds, knowledge which is strategically advantageous for the Kyiv government. The ultimate objective is an agreement in which the Ukrainian side commits to sharing its technological capabilities with Germany, enabling both nations to become stronger together.
