Manfred Weber, the leader of the EVP group in the European Parliament and a CDU politician, has raised calls for significant military restructuring within the EU. He specifically demanded the establishment of a dedicated military European Union headquarters. More broadly, Weber argued that Europe must develop its own structures, particularly given concerns about reliance solely on NATO.
A central focus of his appeal is the need to clarify and operationalize the EU’s existing mutual assistance clause. Weber stressed that this mechanism, outlined in Article 42.7, must be urgently fleshed out to provide an operational response, especially if an EU and NATO member country is attacked and the United States fails to provide expected support. He outlined that this operational upgrade would involve creating a joint military situation assessment and establishing clear protocols for how an attacked member state would activate the EU defense pact.
Considering the potential withdrawal of US troops, Weber stressed that Europe needs rapid, quick-response intervention forces that are immediately deployable in times of crisis. He suggested that initially, participation in such a force does not necessarily need to involve all EU states, but rather a small, coordinated initial group. To manage this growing complexity, he advocated for the creation of a European Security Council, arguing that this body would benefit the EU by allowing it to incorporate non-EU nations, such as the UK, into future security discussions.
Weber urged that while the precise conditions for triggering a defense pact must always be examined on a case-by-case basis, the activation threshold should be set relatively low. In his view, doing so is crucial because, he stated, “Putin is deliberately testing us”. He concluded by arguing that the quicker Europe demonstrates unity and the collective will to defend itself, the better. Ultimately, he argued, safeguarding the fundamental promise of peace requires Europe to defend its unity against aggressors like Russia.
