Jörg Rocholl, President of the ESMT Berlin Business School and a member of the Pension Commission, has called for an end to the civil service status for teachers. Speaking to RTL and ntv, Rocholl stated that the commission recommends that only tasks involving sovereign authority should be tied to the status of a civil servant. He argued that for teachers, it is far too vague whether their duties constitute a sovereign task, and he concluded with a firm ‘no.’ When asked if this meant teachers should no longer be civil servants, he confirmed that it did.
Rocholl further explained that the commission’s long-term objective is to establish an employment insurance system that includes as many groups as possible. Although civil servants operate under very specific constitutional rules, he stressed that future changes should take into account pensioners more strongly, and the funding of pension liabilities should become more transparent.
The Pension Commission has strongly recommended reducing the civil service status. This status should primarily be reserved for areas such as police and justice. However, the president of the German Teachers’ Association has criticized this proposal.
