German Cities Lobby Federal Government for Increased Funding and Operational Support for Civil Defense Capabilities

The German Association of Cities is calling upon the federal government for increased funding to improve civil defense measures. Christian Schuchardt, Managing Director of the Association, stressed that critical functionalities such as civil alarm planning and the identification and preparation of shelters cannot be successfully transferred to local authorities without adequate financing.

Schuchardt acknowledged the positive step being taken by the federal government to create a digital overview of potential safe rooms-such as basements, underground car parks, and bunkers-for citizens. However, he pointed out that even with a map, these facilities would still need to be formally identified and adequately equipped for protection purposes.

Furthermore, he noted that the operational scope of local communities during a crisis is becoming increasingly significant, necessitating additional financial support. Given that nearly any conceivable crisis scenario will require local action, Schuchardt urged both the federal and state governments to immediately integrate municipal levels on an equal footing into the working group for civil-military cooperation.

Beyond funding and structure, Schuchardt called for the federal government to overhaul its public communication efforts. According to him, the federal government must reinforce its messaging to citizens, emphasizing personal responsibility and self-preparedness in the event of an emergency. He concluded that a stronger, comprehensive communication strategy is required to ensure that all citizens are fully informed about the necessary procedures to follow during a crisis.
