German Government Unveils KI Roadmap to Unleash Innovation and Boost Competitiveness

The expert commission on “Competition and Artificial Intelligence” which operates under the Federal Ministry for Economic Affairs, has completed its work and issued key recommendations aimed at strengthening Germany’s and Europe’s position in artificial intelligence.

Federal Minister for Economic Affairs Katherina Reiche (CDU) stated in Berlin that industrial AI represents a significant opportunity to spearhead the next industrial revolution from Germany. She highlighted its potential to boost productivity, create new business models, and overall enhance global competitiveness.

Meanwhile, Digital Minister Karsten Wildberger (CDU) emphasized that the final report serves as a clear mandate to continue efforts with decisive momentum. He argued that AI innovations must be “unleashed” rather than stifled by overly complex regulations. According to Rupprecht Podszun, the commission’s chairman, Europe must avoid becoming merely the “world champion in regulation” while other regions seize control of global markets.

The commission, established in October 2025, identified several central action areas across five intensive sessions. Among the concrete recommendations are the establishment of a sovereign AI infrastructure, the expansion of the existing Deutschlandfonds into a long-term state fund called “Deutsches Zukunftskapital” and the simplification of current data protection laws. These recommendations are intended to guide the government’s subsequent economic and digital policy decisions.
