Germany Stabilizes Health Insurance Costs: Average Surcharge Set at 2.9% for 2027

The Federal Ministry of Health has set the average additional contribution rate for statutory health insurance at 2.9 percent for 2027. This rate will remain stable for the upcoming year, the Ministry announced Friday. This decision is based on the findings of the GKV forecasting circle from October 14. According to this assessment, the expenses for statutory health insurance will increase significantly slower next year compared to the projected rise in 2026. Individual health insurance funds will determine their own specific additional contribution rates.

Federal Health Minister Carsten Linnemann (CDU) commented on the development on Friday, stating, “The average additional contribution rate has steadily risen in recent years. We have now halted this trend. Both insured individuals and their employers benefit from this. However, it is clear that this can only be a first step. We must address the structural problems within statutory health insurance. The responsible commission will submit further proposals this year.”

The ministry reports that the Statutory Health Insurance Contribution Stabilization Act (GKV-BStabG) is expected to reduce the burden on health funds by up to 19 billion euros next year. Consequently, expenditures are forecast to rise by less than three percent. This marks the first time in three years that the increase in costs will be covered by increases in revenue. Comparatively, this year the GKV is expected to see an expenditure increase of nearly seven percent.
