Heidi Reichinnek, co-leader of Die Linke, is skeptical that the constitutional amendment pursued by Environment Minister Carsten Schneider (SPD) will come to fruition. Schneider is seeking a change to the Basic Law that would allow the federal government to financially support local municipalities as they adjust to the consequences of human-made global heating. Reichinnek described the prospect of achieving a two-thirds majority with the Union as an “utopia,” speaking to Redaktionsnetzwerk Deutschland.
Instead of pursuing the legal change, Reichinnek suggested that Schneider should prioritize securing a proper standing for climate protection within the current budget negotiations. She pointed specifically to the need for binding financial commitments for climate adaptation in the 2027 budget and established implementation timelines.
The Linke parliamentary group has also pushed for a comprehensive national heat action plan. This plan would include early warning systems, clear risk classifications, communication strategies, and specific targets for heat protection within hospitals and schools. Reichinnek sharply countered those who claim climate protection is too costly, asserting that such arguments simply overlook the exorbitantly high downstream costs associated with climate disaster.
Co-faction leader Sören Pellmann offered a criticism of the government led by Friedrich Merz (CDU), claiming that its approach to climate protection is merely driven by what is most convenient for the economy. He further criticized the government for actively deepening reliance on fossil fuels and obstructing the expansion of renewable energy sources.
It is worth noting that neither the Union nor the SPD currently possesses a two-thirds majority in the Bundestag. To pass a constitutional amendment, they would require the votes of the Green Party or Die Linke, or alternatively, the votes of the AfD.
