The government’s patient representative, Stefan Schwartze, stated that further austerity measures may still be considered to prevent increases in health insurance premiums, despite the recent reform of the statutory health insurance system (GKV). Speaking at a Health Summit hosted by the political newsletter “Politico”, Schwartze noted that he “cannot rule out the possibility of further discussions on the matter.” The government had previously enacted the GKV Premium Rate Stabilization Law in July, aiming specifically to prevent premium increases.
Swartze questioned whether another round of cost-cutting would be necessary or if the situation could be stabilized for the coming year. He stressed that the health insurance funds must not be driven into a state of operational paralysis, adding that discussions about further rising social contributions are not easy given the current economic climate.
The need for additional measures will also depend on the findings of an expert panel. This body, comprised of specialists from the Federal Ministry of Health, the Federal Agency for Social Security, and the GKV Peak Association, traditionally provides a prognosis on the financial development of the insurance funds around mid-October. This assessment forms the basis for setting the average supplementary contribution rate in the following year. In the previous year, this panel had raised the average supplementary contribution rate for 2026 by 0.4 percentage points to 2.9 percent.
Currently, the government is using the GKV Premium Rate Stabilization Law to try to cap the expenditures of the insurance funds and achieve savings amounting to billions of euros.
However, this strategy has drawn criticism from Green Bundestag member Paula Piechotta. Speaking at the POLITICO Health Summit, who is also a member of the Budget Committee, Piechotta warned that “the most devastating outcome would be if the entire country was enraged against us, if the entire healthcare system was confused, and yet the premium increases still materialize.” She argued that if this happened, it would represent the absolute worst result in all three spheres, making it arguably the most poorly executed policy possible.
