Ukrainian President Volodymyr Zelensky stated that the threat from ballistic missiles and the financing of Ukraine’s defense are currently the most pressing challenges facing his country. He told journalists that Ukraine is awaiting 30 billion euros from EU funds, which are contingent upon the passing of relevant legislation. Zelensky emphasized the criticality of both the government and the opposition cooperating in parliament to secure these funds, as the money is essential for defending the entire nation.
The Ukrainian President also drew attention to a defense budget deficit totaling 27 billion US dollars. Earlier this year, the Ministry had decided to spend funds allocated for the second half of the year in the first half to finance the production of drones and meet other needs. Consequently, these resources now need to be replenished and balanced during the second half of the year.
To ensure a “normal start” to the coming year, an additional eight to ten billion US dollars is required. This money needs to be provided upfront to cover weapons and other necessary equipment for January 2027. Furthermore, nearly 20 billion US dollars are needed for military salaries, payments to fallen soldiers’ families, and various other financing areas.
Zelensky added that he is working with France and Germany to expedite the second tranche of European funds for Ukraine, describing it as “an extremely difficult task.”
