The SPD has reacted skeptically to the plans by Health Minister Nina Warken (CDU) to raise the statutory health insurance contribution assessment ceiling. According to Christos Pantazis, the SPD’s health policy spokesperson, raising this ceiling, while intended to promote contribution fairness, would also burden skilled workers and employment. Speaking to the “Tagesspiegel” (Friday edition), Pantazis asserted that if the proposals from the expert commission had been fully implemented, this measure would have been unnecessary. He argued that the statutory health insurance system does not face an income problem; instead, providers should be responsible for making sufficient savings. Pantazis further criticized the minister for wanting to unnecessarily burden employers and employees, especially since the minister’s ministry stabilized the system in recent years with additional contributions amounting to double-digit billions. Warken’s draft law, part of a planned savings package for health funds, proposes a one-time increase of “around 300 euros additionally” to the monthly contribution assessment ceiling starting in 2027. This would mean that high earners would have to pay health insurance contributions on a larger portion of their salary income. Additionally, social contributions would increase for employers. Warken’s ministry estimates this would create an additional annual burden of 1.2 billion euros.
