As the leader of the EPP, Manfred Weber stated that Europe needs to enhance its military integration in anticipation of potential US troop withdrawals. Speaking to the news magazine Politico, he argued, “If America reduces its troops, as is currently announced with fighter pilots, then Europe must step up; we must compensate for that.”
In connection with this demand, Weber cited Article 42.7 of the EU treaties, which establishes the so-called mutual assistance clause. This clause requires member states to provide support and aid to any EU country that is attacked. Furthermore, he asserted that countries such as Cyprus should be able to rely on this European security guarantee. He also projected that Europe would invest in defense spending in the coming years amounts comparable to the United States.
Weber emphasized that instead of managing “27 small armies,” he expects them to build a cohesive force capable of defending the continent. While confirming that NATO remains the fundamental basis of European security, stating unequivocally, “Always Nato first, no question,” he also stressed that European solidarity must extend beyond the scope of the NATO alliance.
The CSU politician concluded that Europe must prepare for a scenario where the alliance may not function effectively. To achieve this, he called for independent command structures and the development of the necessary capabilities for self-defense.
