The German federal cabinet has approved key points for enhancing national cybersecurity measures. The initiative, announced Wednesday by the Federal Ministry of the Interior, focuses on expanding the cyber defense capabilities of federal security authorities.

These newly approved elements build upon existing projects, including legislation implementing the NIS2 Directive and establishing essential principles for information security management within federal administration.

Beyond strengthening cyber defense powers, the plan calls for closer civil-military cooperation. Joint exercises between the Federal Ministry of the Interior and the Federal Ministry of Defence will aim to improve connectivity, particularly in the interoperability of communication systems. Preparations for such an exercise are underway with a target completion date in the second half of 2026.

Furthermore, a concept for a (partially) automated network defense system – referred to as a “Cyber-Dome” – is being developed to counter and prevent damage from cyberattacks.

Federal Interior Minister Alexander Dobrindt highlighted the increasing frequency of cyberattacks targeting businesses and government agencies, noting a rise in professionally executed operations. He emphasized the growing threat of hybrid tactics within the current geopolitical landscape. “Given this tense threat situation, we must expand our resilience and responsiveness” Dobrindt stated, adding that the approved measures position the federal government to further strengthen cybersecurity and enhance security across Germany.
