Germany Places Rosneft Subsidiaries Under Trust Administration to Safeguard Energy Supply amid EU Sanctions

The German federal government has, based on a new provision in the Foreign Trade Act (AWG), ordered a trust administration over Rosneft Germany GmbH (RDG) and RN Refining & Marketing GmbH (RNRM), the German subsidiaries of Rosneft.

The Ministry of Economics announced on Saturday that the Federal Network Agency will act as trustee, taking control of Rosneft Germany and its stakes in the refineries PCK Schwedt, MiRO (Karlsruhe) and Bayernoil (Neustadt/Vohburg a.d. Donau).

Rosneft Germany accounts for roughly 13 % of Germany’s oil‑processing capacity and is among the country’s largest oil‑processing companies. The trust administration is intended to ensure the security of the energy supply, especially the provision of petroleum products to the states of Berlin and Brandenburg and the protection of the Schwedt site.

The order is grounded in § 6a of the AWG, introduced in February 2026, which is part of the EU’s 18th sanctions package against Russia. The trust administration protects Rosneft’s German subsidiaries from falling under EU sanctions against Russia once the EnSiG trust administration ends. Without this measure, conducting business with RDG and RNRM would be largely prohibited, threatening Germany’s supply security, the government argues.
