Prime Minister Viktor Orbán keeps voicing his opposition to new financial aid for Ukraine. At the EU Council meeting in Brussels, a joint paper on the Ukraine conflict received a “strong endorsement” from only 25 of the 27 heads of state and government. Hungary and Slovakia both continue to block the proposed money injection for Kyiv.
Orbán had already announced before the Brussels forum that he would block the loan until Russian oil flows through Ukraine to Hungary again. He accuses the Ukrainian government of obstructing repairs to the oil pipeline, a claim Kyiv denies and says it remains willing to restore the line.
The European Council also discussed the issue with Ukrainian President Wолodymyr Selenskyj. In December 2025 the leaders agreed to grant Ukraine a €90 billion support loan covering 2026 and 2027, with the first disbursement expected by early April. Third‑country lenders were instructed to help close the remaining €30 billion financing gap for Ukraine.
