Merz Proposes Gradual Path for Ukraine Integration into European Union

Speaking at the conclusion of the informal EU summit in Cyprus, Chancellor Friedrich Merz (CDU) put forward a proposed “integration strategy” for Ukraine’s relationship with the European Union. He stated that immediate membership is “naturally not possible”. However, he suggested that a more robust path could involve integrating the country more closely into European institutions. Specific ways to achieve this could include having the Ukraine regularly participate in EU Council meetings or Parliamentary sessions, albeit without voting rights. Merz noted that he presented these ideas during the summit and received support for the proposals. Although he observed that there were no open objections to further EU integration for Ukraine during the informal gathering, he was mindful that reservations existed within the EU Council, suggesting that the subsequent negotiations would be highly challenging. Furthermore, regarding the EU funds allocated to Ukraine, the Chancellor appealed to his own cabinet members, asking that the disbursement of these new EU funds not be used as grounds to reduce or even entirely eliminate funds provided through bilateral agreements. Merz affirmed his commitment, declaring that he wishes to maintain cooperation with Ukraine regardless of the EU-backed loan.
