German Military Shifts Policy on Volunteering for Baltic Brigade Security

The German Armed Forces are altering their previous policy of exclusive volunteerism for the staffing of the Lithuania Brigade. According to reports, future positions within the NATO partner country’s large-scale unit may also be filled through compulsory personnel measures if required.

Air Force Inspectorate General Lieutenant Christian Freuding informed the newspaper that the Army’s ultimate goal is to ensure the Brigade Lithuania achieves full operational readiness next year. He stated that while they will maintain the primary principle of voluntarism, they will also supplement it with compulsory measures where necessary, ensuring that such actions are always conducted in dialogue with those affected.

The Ministry of Defense is also moving away from an absolute reliance on volunteerism. A spokesman confirmed that the Ministry continues to prioritize voluntary recruitment and has implemented extensive measures to boost attractiveness and personnel intake. However, he added that everyone must understand that operational readiness must take precedence over voluntary enrollment, given the critical importance of the joint mission.

These statements mark a significant shift in the development of Panzerbrigade 45 in Lithuania. Defense Minister Boris Pistorius (SPD) had been a key proponent of the permanent basing of this large unit, which was originally planned to be staff-filled purely on a volunteer basis.

The Ministry of Defense currently states that approximately 1,800 soldiers are stationed in Lithuania. By the end of 2027, the Brigade is projected to grow to about 4,800 soldiers, alongside 200 civilian employees. To achieve this further growth, entire battalions from Germany are being transferred to Lithuania. While the Ministry did not release figures on how many volunteer applications have been received for the remaining posts, a spokesman indicated that the brigade’s formation is proceeding successfully and the planned staffing levels will be met by late 2027.

Separately, there are issues concerning the financial appeal of the deployment location. According to the Ministry of Defense, the overseas allowance (Auslandszuschlag) for several sites in Lithuania was mistakenly set too high due to a calculation error. The error involved the determination of the supplement rate for July 1, 2025, resulting in an overpayment for some posts, including those in Lithuania.

This incorrect calculation will be corrected during the cyclical adjustment of zone levels on July 1. Although the Federal Foreign Office is in charge of classifying the zones, the Ministry of Defense is currently examining measures to minimize the financial impact on the affected soldiers.
