The SPD is warning about increasingly significant security risks posed by Artificial Intelligence (AI) and is calling for the establishment of an AI situation center within the Federal Office for Information Security (BSI). This demand comes from a policy paper prepared by the SPD’s interior and digital policy members, which was reported by the “Handelsblatt”.
This proposed European collaborative center would be designed to analyze AI-driven cyberattacks and provide warnings to operators of crucial infrastructures. Furthermore, the paper mandates that operators of powerful AI models must report serious security incidents. The document emphasizes that defense capabilities must match the speed of modern attacks.
The Social Democrats point to reports from US companies like Anthropic and OpenAI, which suggest that AI systems are already capable of conducting cyberattacks largely independently and circumventing existing security barriers. This capability raises the severe concern that AI technology could transform into a “army of attackers.”
Consequently, the Social Democrats are also demanding stricter liability rules for developers and operators, which should be implemented even during the training and testing phases. In parallel, the policy paper advocates that Europe must reduce its technological reliance on the United States and China and begin building its own domestic AI infrastructure.
