EU Greenlights €76M Subsidy to Boost German Semiconductor Production and EU Chip Autonomy

The European Commission has approved a German aid package totaling 76 million euros to support the Munich-based startup Quantum Diamonds as it constructs a new production facility for semiconductor test systems. This decision was announced by the Brussels authority on Tuesday. The initiative aims to strengthen the position and autonomy of the European Union within the semiconductor value chain, aligning with the goals of the European Chip Act.

Germany submitted the project, named “IPF-ATEST,” for approval. This project involves the development and manufacturing of advanced measurement and inspection systems specifically for the semiconductor industry. These cutting-edge systems rely on novel quantum sensors, enabling high-resolution and three-dimensional inspections of modern chips. This facility would be the first of its kind produced within the EU. The subsidy will be granted as a direct grant.

The Commission reviewed the measure against EU subsidy rules and determined that it promotes economic activity by establishing production capacity for semiconductor test systems across Europe. The Commission stated that the aid was “necessary and appropriate” to ensure the resilience of the European semiconductor supply chain. Furthermore, the measure is expected to have “far-reaching positive effects” on the European semiconductor ecosystem and enhance supply security throughout the continent.
