A policy draft presented for the upcoming Interior Ministers’ Conference in Hamburg outlines the rationale, stating that such incidents demonstrate how “individual groups can severely disrupt complex dependencies and connections caused by a failure of critical infrastructure.” According to the IMK, the reserve will hold essential components for the electrical grid, such as power transformers, switching stations, special cables, and protection technology. The ultimate goal is to allow swift repairs during an emergency and simultaneously cushion the impact of vulnerable supply chains. Furthermore, the states are calling for federal special regulations to ensure that heavy and special transports can be approved faster in a crisis and that damaged large components can be quickly replaced.
