Germany and Brazil Deepen Strategic Partnership on Global Challenges and Cooperation

During recent government consultations held in Hanover, Germany and Brazil agreed to deepen their strategic partnership. According to the joint final declaration, both sides share a fundamental interest in a political structure built on agreements, which would allow them to tackle global challenges collaboratively through dialogue and cooperation.

Chancellor Friedrich Merz (CDU) described the strategic partnership as “strong and dynamic” after the consultations concluded on Monday. He emphasized that the current proximity between the two countries is needed now more than ever in a time of profound global order change. Merz stated the goal is to strengthen mutual benefits and become a “network of strong and like-minded partners”.

The governments agreed to promote cooperation in economic and security fields. Furthermore, they plan to jointly advance changes across sectors including digitalization, science, technology, innovation, climate protection, and sustainable development. They also committed to continuing their collaboration within multilateral organizations, particularly the United Nations, as well as forums like the WTO, IMO, and G20.

Both nations highlighted the importance of the EU-Mercosur agreement for closer economic ties and welcomed its preliminary application starting May 1, 2026. Additionally, they arranged to intensify discussions on a double taxation treaty and boost cooperation regarding critical raw materials. In the area of security and defense, a mutual declaration of intent to cooperate on defense products was signed.

Several other measures were established during the government consultations. These include establishing an exchange program for Brazilian and German diplomats. Further areas for enhanced cooperation encompass quantum technologies, climate-neutral energy generation, space research, marine research, and climate science. Artificial intelligence is also a focus, with plans to build an AI partnership centered on industry development and application, as well as digital administration. Moreover, they plan to jointly develop an AI-based preventative application for occupational safety.

Given the current geopolitical developments, both countries stressed in the closing statement the vital role of dialogue and diplomacy in resolving global conflicts. They also expressed concern regarding the war in Ukraine and the conflicts in the Middle East. Finally, they underlined the necessity of reforming the United Nations and international financial institutions to better meet contemporary global challenges.
