The federal government has initiated a reform of the associations law, according to the Federal Ministry of the Interior on Wednesday. The goal of this reform is to reduce the influence of foreign governments in Germany. Under the new rules, associations will be required to disclose if they receive more than 10,000 euros from abroad or from affiliated organizations. This measure aims to enable security authorities to better trace financial flows and more effectively combat hidden methods, such as “Hawala banking” or unregulated cash donations. Ultimately, the measure intends to cut off the financial support for extremist and terrorist activities. Federal Interior Minister Alexander Dobrindt (CSU) stated that funding from foreign sources plays a central role in cases of foreign-related extremism and espionage. He added, “We are focused on uncovering, clarifying, and stopping this. We will pay closer attention to the influence of foreign governments exerted through the associations that report here”.
