The Federal Digital Ministry is stressing the urgent need for improved and more uniform protection of government communications against espionage and cyberattacks. According to a ministry spokesperson speaking to the Handelsblatt, there is a “continuous need to improve information and communication security across all government departments.” Isolated efforts by individual agencies are no longer adequate to meet the challenges posed by modern cyber threats and the commitment to digital sovereignty.
This heightened demand comes against the backdrop of a severely strained security situation since Russia began its war against Ukraine. Security agencies have issued intensified warnings regarding espionage, sabotage, cyberattacks, and hybrid influence campaigns, particularly those executed by Russian actors. A recent phishing campaign targeting users of the Signal messenger service in April demonstrated that even everyday communication channels and mobile devices could be compromised, frequently affecting representatives of the federal government and political parties.
The Ministry of Economics, led by Katherina Reiche (CDU), also agrees that action is required. A ministry spokeswoman told the Handelsblatt that the increased threat level necessitates stronger action both within individual departments and across agency boundaries. Furthermore, the Finance Ministry reports using specialized “noise boxes” during sensitive business meetings, which are designed to technologically block mobile phones and other recording equipment.
