Hanning Arrest Sparks SPD Call for Permanent Ban on Former Intelligence Chiefs in Private Sector

Daniel Baldy, an SPD Member of the Bundestag and intelligence watchdog, is demanding much stricter regulations for former high-ranking officials in intelligence services following the arrest of former BND chief August Hanning. Baldy stated to RTL and ntv on Tuesday that individuals who previously served as BND President or in other security-sensitive roles must be forbidden from working in private companies, especially those where there is potential for conflicts of interest. He emphasized that putting a definitive stop to these practices is “absolutely very important.”

Baldy specifically criticized the possible conflicts between past government duties and future private sector activities. He argued that the Hanning case requires clarification on how to prevent confidential relationships built during public service from being exploited after employment ends, particularly regarding the dissemination of secret information.

Sonja Eichwede, the deputy chairwoman of the SPD parliamentary group, reinforced these demands, calling for a lifelong moratorium for former intelligence leadership. Speaking to the “Rheinische Post,” Eichwede described the August Hanning case as “serious and shocking.” She acknowledged the authorities’ decisive action based on strong suspicion, but stressed that the incident clearly demonstrates a need for significantly intensified moratorium rules for previous high-level intelligence officials.

Eichwede noted that while the moratorium period has been extended in the last legislative term, the urgent requirement is for a lifetime ban for former leading intelligence staff. As a member of the parliamentary control body, she also highlighted the crucial role of parliamentary and independent oversight of the services. She assured that future intelligence service reforms will ensure these control bodies are equipped with ample authority.

Concluding her comments, Eichwede praised the BND for its transparency in dealing with Hanning’s arrest. However, the SPD politician urged that the investigation immediately focus on identifying exactly who August Hanning was in contact with and what secret information he might have passed on.
