According to the Federal Office for the Protection of the Constitution (BFV), Iran is intensifying its efforts to acquire Western technology in Germany to support its missile programs and other military endeavors. This assessment stems from the BFV’s updated report on counter-cyber and counter-espionage measures.
The BFV has noted “sustained high procurement activities with an increasing trend” concerning Iranian carrier technology and its missile program. The analysis suggests that given the ongoing Iran war, which began in February 2026, Iran is expected to make significant efforts to replenish and substantially expand its arsenals, which requires restoring destroyed production facilities. Crucially, Iran remains dependent on Western technology, making Germany a particular focus of these procurement efforts globally.
The acquisition process is made more difficult by the UN and EU sanctions, which were reinstated in September 2025. The BFV posits that these sanctions are causing Iranian actors to display “obscuring and conspiratorial behavior.” Furthermore, the office has issued a warning about a growing threat of Russian sabotage acts within Germany, noting a “further declining threshold for acts of sabotage that involve collateral damage.”
