According to Ukrainian Foreign Minister Andriy Sybiha, Ukraine intends to maintain strict border policies even after a cessation of hostilities with Russia, specifically preventing Russian citizens from residing in the country. State news agency Ukrinform reported on Friday evening that rigorous entry restrictions will remain in place following the conclusion of the conflict. Currently, entry for Russians into Ukraine is only possible with special permits, visas, and comprehensive vetting by security authorities, and these strict requirements are expected to persist post-war. Minister Sybiha also expressed confidence that there would be no mass migration from Russia once the war ends. Separately, data from the United Nations Population Fund (UNFPA) indicates that Ukraine’s population has declined by approximately ten million people since the Russian invasion began-roughly one quarter of its total inhabitants. This decrease is attributed to outward migration, falling birth rates, and increased wartime mortality.
