German MP Calls for Stricter Rules on Citizen’s Basic Income

Ahead of a closed-door meeting between leading members of the CDU/CSU and SPD parliamentary groups, Steffen Bilger, parliamentary managing director of the CDU/CSU faction, is calling for revisions to the citizen’s allowance (Bürgergeld) program.

Bilger stated that approximately one in ten euros of the national budget is currently allocated to the citizen’s allowance, a level he deems unsustainable. He advocates for enhanced support for benefit recipients who are capable of working, coupled with increased expectations and potential reductions in benefits for those unwilling to actively seek employment. The goal, he explained, is to facilitate a reduction in the number of individuals reliant on the program, leading to significant savings.

However, Bilger explicitly ruled out cuts to healthcare benefits, asserting that such measures are not currently under consideration. He emphasized the need for responsible and efficient allocation of resources within the social welfare system, noting that the Social State Commission will be tasked with developing relevant proposals.

The upcoming meeting in Würzburg, Bilger explained, is intended to foster improved collaboration and allow for discussion of key policy objectives. He acknowledged a mixed record for the governing coalition to date, noting both successes and areas where performance has fallen short. Critical priorities for the autumn include reforming the citizen’s allowance, finalizing the upcoming federal budgets and implementing the planned pension package.
