Zelenskyy Arrives in Copenhagen for Key Summit

The summit of European heads of state and government has entered its second day in Copenhagen, with discussions centered on security concerns and continued support for Ukraine. Ukrainian President Volodymyr Zelenskyy made a personal appearance at the meeting of the European Political Community in the Danish capital.

A key focus of the summit has been the escalating drone activity targeting critical infrastructure, attributed by European leaders to the Kremlin. In response, a commitment has been made to significantly increase drone production across the EU. Council President Antonio Costa stated that the leaders expressed broad support for a concept designed to bolster European security, including the development of a “drone wall” and increased attention to the eastern flank. Specific details regarding the implementation of this production increase and the efficacy of drone defense measures remain to be defined.

The European Commission is expected to present a detailed timetable within two weeks, to be considered during the next summit in three weeks. Commission President Ursula von der Leyen emphasized the urgency of the situation, highlighting a shared understanding of the escalating threats.

Beyond drone defense, discussions also revolved around a proposed €140 billion support package for Ukraine. The EU is exploring the possibility of leveraging both the income generated from frozen Russian assets held in European banks and potentially the assets themselves to alleviate the burden on European budgets and to send a clear message to Moscow. However, Mr. Costa acknowledged that a range of sensitive legal and financial policy considerations remain to be resolved before this plan can be implemented.
