Berlin Prosecutors Charge Syrian with Plotting Major Attacks and ISIS Propaganda

The Berlin Public Prosecutor’s Office has brought charges against a 23-year-old Syrian man. According to the authorities, who issued the statement on Tuesday, he is accused of planning a serious act of violence threatening the state, financing terrorism, and disseminating propaganda belonging to the “Islamic State”.

The man allegedly planned an attack in Berlin starting no later than March 2025. This planned attack was purportedly aimed primarily at Jewish people and “non-believers”. Evidence suggests that he researched the construction of explosives and incendiary devices online, acquired a knife and possibly suitable materials, and even conducted experimental trials. The authorities further stated that his plan involved a knife attack followed by a suicide bombing using an explosive belt.

The suspect, who was granted subsidiary protection in September 2024-a status that was withdrawn in January 2026-has been in custody since his arrest on November 1, 2025. Evidence was secured during searches conducted at that time. The charges have been filed with the State Protection Chamber of the Berlin Regional Court.
