Greens Campaign to Halt Heating Law Over Uncertain Biofuel Supply and Implementation Flaws

Lisa Badum, the Green Party politician in the Bundestag, is sharply criticizing the upcoming heating law and demanding that it be halted. Speaking to the Redaktionsnetzwerk Deutschland, Badum labeled the government’s proposed legislation as a “chaos law” and stated that the government has no clear idea how the planned bio-gas quotas are supposed to be met. She characterized the plan as a “biogas ladder into nowhere” deeming it a technical disaster that will cost tenants dearly, ultimately serving only as a giveaway to the natural gas lobby.

When questioned by Badum, the government acknowledged that it cannot currently provide a reliable estimate of the future demand or availability of biogenic fuels, although it does anticipate that demand will rise.

The current draft, which the cabinet has already approved, lays out the stages of this mandated “bio-ladder”. Starting in January 2029, recipients must use at least 10% climate-friendly fuels. This percentage is slated to increase to 15% by January 2030, 30% by January 2035, and reach 60% by January 2040. However, there remains a significant lack of clarity regarding the source of the large volumes of biogenic methane that will soon be required. This is particularly concerning because these fuels are currently earmarked for the industrial, electricity/heat generation, and transport sectors. Industry spokespeople, including BDEW (Energy Dachverband) and VKU (City Utilities Association), have already pressured the government to demonstrate the available biological potential and precisely how the supply will be expanded.
