Wehrbeauftragter Warns Against Berlin Coalition Plans Over Plans to Dismiss Youth Officers from Schools

The federal Defense Ombudsman, Henning Otte, has expressed grave alarm regarding plans proposed by The Left, the Green Party, and the Social Democratic Party (SPD) in Berlin to ban youth officers from schools. Otte told the “Focus” newspaper that the mere intention of a left-led government to abolish its cooperation agreement with the German Armed Forces (Bundeswehr) demonstrates a deeply flawed understanding of military relations and a dangerous miscalculation of security policies.

The political climate in the capital is volatile, particularly after The Left secured the parliamentary elections by a significant margin and is positioning itself to lead a coalition involving the Greens and the SPD. One of the most contentious aspects of this potential coalition government is its stance on the current role of soldiers in schools who inform students about the Bundeswehr’s missions and operations. A decisive and powerful statement found in the exploratory policy paper was: “We will terminate the cooperation agreement with the Bundeswehr.” This agreement established the current partnership between the Berlin Senate and the Armed Forces, which strengthens the presence of youth officers in educational settings.

Currently, nearly 100 youth officers travel across Germany, speaking to students about topics such as the EU, NATO, war, and peace, and explaining the role of the Bundeswehr. These experienced soldiers aim to provide objective insights into the German military and broader security policy, serving as a crucial component of political education. It is important to note that their role is intended to offer balanced views and foster controversial discussion; explicit recruitment is not one of their duties.

As the Ombudsman responsible for overseeing the state of the Bundeswehr, Otte issued a substantial warning about a left-led government in Berlin, stating that such a leadership structure could pose a security risk not just locally, but potentially within the Federal Council. He directed particular attention toward the SPD, a party that holds influential positions in the federal government. Through SPD leader Lars Klingbeil, the party holds the post of Vice-Chancellor and Minister of Finance, while SPD politician Boris Pistorius manages the Defense Ministry, pushing for the Bundeswehr to develop into one of Europe’s most conventionally powerful armies in response to the war in Ukraine.

Given the heightened security tensions globally, Otte emphasized that the party representing the Defense Ministry within the national government must issue an unambiguous veto against any government formation that would compromise these strategic security interests. As a member of the Christian Democratic Union (CDU), Otte insists that in his capacity as Defense Ombudsman, he must remain non-partisan, diligently observing and defending the interests of the Armed Forces.
