Germany Proposes Stronger Anti-Terror Laws: Targeting Extremist Financing, Deportations, and Citizenship Loss

The German states plan to more consistently combat the financing of Islamist scenes within Germany. According to a decision paper from the Conference of Prime Ministers, reported by the “Rheinische Post”, a new criminal offense aimed at fundraising organizers is being planned. Furthermore, funds given as donations to terrorist organizations should be easier to seize. In the future, foreign financial contributions to foreign associations exceeding 10,000 euros will be required to be disclosed.

Simultaneously, the states intend to significantly intensify the penalties for membership in or support of terrorist and banned organizations. For extremely serious cases, a considerably higher minimum prison sentence is stipulated. The paper also states that the immediate deportation of foreign suspects is to become the standard procedure, even directly following a prison sentence.

In addition, it must be examined whether the Citizenship Act can be expanded to include a provision for the loss of citizenship for multi-status individuals who have been convicted domestically of particularly severe terrorist crimes. The states also demand that the potential for revoking illegally obtained naturalizations be consistently exhausted.
