German Ministers Push to Integrate Civil Protection and Resilience into School Curricula

Interior and state ministers are calling for the rapid incorporation of civil defense measures into the school curriculum. This demand was reported by the “Rheinische Post” (Thursday edition) following the release of a draft resolution for the upcoming Interior Ministers Conference (IMK).

According to the proposal, children should be taught early how to react and act in emergencies. The IMK stated that a stronger focus on this topic in schools is required due to the altered threat landscape since the Russian violation of international law through the war in Ukraine, as well as the increasing frequency of climate-related disasters. Furthermore, the paper suggests that this knowledge can simultaneously be transmitted to families and foster interest in voluntary civic engagement.

The draft resolution also noted that the IMK welcomes the fact that the Minister Conference for Education (KMK) is already addressing this issue, and it now expects to be promptly informed of its decisions. The IMK is scheduled to meet in Hamburg from June 17th to 19th.

Previously, Federal Interior Minister Alexander Dobrindt (CSU) supported this approach, and SPD parliamentary group vice president Esra Limbacher echoed similar views. Limbacher told the “Rheinische Post” that such a teaching module could simultaneously enhance societal resilience and stimulate enthusiasm for volunteering.
