New Nursing Commission Begins Work to Secure Care Quality and Stabilize Social Health Insurance

The new care structure commission, established by the Federal Cabinet, began its work on Tuesday. The panel of experts held its foundational meeting during the morning hours.

Federal Minister of Health, Carsten Linnemann (CDU), opened the proceedings by stating it was beneficial that the commission would hear from those affected, service providers, and, critically, municipal authorities. Linnemann noted, “Municipalities have barely any fiscal breathing room when it comes to financial provision, which is why three hearings will take place.” The 13 individuals serving on the care commission will now withdraw and are scheduled to present their findings at the end of January.

According to the Federal Government, the commission’s aim is to develop concrete reform proposals to ensure a “high quality of care” and to stabilize the contribution rate for social nursing insurance well into the years following 2030.

Georg Cremer and Gabriele Kuhn-Zuber are the chairs of the commission. Cremer previously served as the Secretary General of the German Caritas Association and was recently a member of the pension commission. Kuhn-Zuber has been the President of the Catholic University for Social Welfare (KHSB) in Berlin since 2021. The care structure commission will integrate the findings from specialized levels of the Federal-State Working Group “Care Future Pact” and the Financial Commission Health into its deliberations concerning nursing.
