Ukraine Faces €70 Billion Funding Gap, Requiring Major EU Financial Commitment

According to recent consultations between the parties, Ukraine is estimated to require up to 70 billion euros next year to cover its financial needs. These required funds are divided into 40 billion euros for defense against Russia and another 30 billion euros for the regular national budget.

The European Union would need to provide approximately two-thirds of this shortfall, amounting to around 45 billion euros. This proposed amount would be added to the 45 billion euros already planned for Kyiv from the existing multi-billion euro loan in 2027. The EU Commission intends to present an initial overview of this additional funding requirement to the heads of state and government at the European Council in eleven days. Following this presentation, a discussion on the EU’s medium-term financial planning starting in 2028 is set to take place.

Ukrainian Finance Minister Serhiy Marchenko stated last Monday in Brussels that his country was facing shortfalls of 32.6 billion US dollars (29 billion euros) for the regular budget and 45 billion US dollars (40 billion euros) for defense expenditures. While the EU Commission has not fundamentally disputed these figures following extensive consultations, a thorough review is still underway.
