TUM Study Warns EU EV Climate Policy Misjudges Zero Emissions and Life Cycle Impact

The Technical University of Munich (TUM) has criticized the European Union’s climate strategy, asserting that it is fundamentally flawed. This critique comes from a TUM study, which was set to be presented in Munich on Tuesday.

The researchers argued that, contrary to assumptions within the EU climate regulations, electric vehicles (EVs) are not CO2-free or truly climate-neutral. Based on a systematic review of 19 studies and 47 scenarios, the TUM study found that while battery electric vehicles reduce CO2 emissions compared to combustion engines, they do so by an average of only 41 percent. This reduction, the report states, falls far short of the climate neutrality the EU promotes for electric mobility.

TUM professors reject the current approach of EU regulation-which focuses solely on measuring CO2 emissions from exhaust pipes-as scientifically unsustainable. They argue this methodology fails to account for emissions generated across the entire lifecycle of an electric vehicle. This includes CO2 released during raw material procurement, manufacturing, operation, and recycling. Crucially, the study points to the embedded CO2 within materials like steel and aluminum, as well as the question of whether the electricity used during production and operation is sourced from greener or fossil fuels.

Unlike this holistic, lifecycle perspective, the current EU regulations fail to register significant potential contributions toward decarbonization. The professors warn that relying solely on reducing tailpipe emissions carries grave industrial policy implications.

If the EU persists in focusing exclusively on minimizing emissions from the exhaust, it is projected to miss its own climate targets significantly. This concern is underscored by the fact that the entire vehicle fleet is still expected to consist of 78 percent internal combustion engine vehicles in four years.

Speaking before the upcoming votes on the “Automotive Package” in the European Parliament and Council in November, TUM President Professor Thomas Hofmann sounded the alarm. He stressed that the study’s insights must influence the political debate in Brussels before major economic and environmental miscalculations occur. According to the TUM study, the fate of the industrial core of both Germany and Europe hangs in the balance.
